The Core Enclave Principles

These principles are the non negotiable rules of the Humanity Framework. They apply to all members, enclaves, guilds, micro guilds, and federated structures. They protect dignity, prevent exploitation, and keep the framework from drifting into hierarchy or abuse.
1. Safety
• No person may cause intentional physical harm, endangerment, or loss of life to another.
• No person may cause mental or emotional harm through abuse, coercion, or intimidation.
• Weapons are for defense only, never for conquest or aggression.
2. Dignity & Equality
• All people are of equal standing, regardless of gender, race, religion, sexual orientation, culture, age, or disability.
• No enclave function may discriminate by race, gender, sexual orientation, religion, disability, culture, or age.
• Every role and process must be inclusive and adapted for accessibility where needed and possible.
3. Basic Needs
• Food, water, shelter, healthcare, and education are guaranteed for everyone in an enclave.
• These needs are never conditional on race, gender, sexual orientation, religion, disability, culture, status, or age.
• Withholding or hoarding basic needs is considered a violation of safety.
4. Truth & Transparency
• Nothing is hidden. Everyone has the right to see how choices are made, how resources are shared, and how accountability works.
• No record, audit, or decision may be written in ways that deter or impede general public understanding.
• Technical terms may exist in education (medicine, engineering, etc.), but civic systems must use plain language in order to facilitate broad understanding.
• No person(s) in any operational role may obscure truth through gaslighting, whataboutism, or evasive rhetoric. Transparency is not optional it is always required.  Operational and Federation temporary roles require full transparency at all times, any violation of transparency rules may lead to barring of participation in those roles.
5. Ecological Continuity
• Air, water, soil, and living systems must be protected as foundations of survival.  We are temporary stewards of the planet not permanent fixtures.  All natural resources should safeguarded for future generations.
• No enclave may knowingly act in ways that predictably harms the environment for future generations.
6. Education as Paramount
• Education is lifelong, barrier free, and available to all members of a federated enclave.
• Anyone, of any age, may learn or apprentice in any field.
• Continuity Specialists and Art Sciences are honored as the foundation of civilization.
7. Contribution & Reciprocity
• Every person contributes according to ability and receives according to need.
• No exploitation, coercion, or profit taking is permitted.
• Wealth or resources may not be hoarded or used for dominance or exploitation.
• Contribution must be voluntary within community expectations  no forced labor or intimidation is permitted.
8. No Hierarchy of Power
• Authority cannot concentrate. No person may hold permanent control over others.
• Enclave populations are capped (~1,000)/(1250 offspring cap).
• All operational rated roles are rotational and subject to 3A audits.  All roles in this framework are designed as functions of the enclave or federation, not to be treated as a form of governance.
9. Cultural Inclusion
• All cultures, stories, and traditions are respected and preserved as long as they do not force themselves upon others, regardless of the culture that it came from.
• Federation policy reflects the voices of all walks of life, not just historically dominant groups.
• No culture or race may be erased, silenced, or elevated as superior.
10. Religion as Personal, Not Structural
• Religion is a respected personal choice and may be shared in groups.
• No enclave, guild, or federation may adopt religion as law, structure, or authority.
• Belief may never cause harm, harass, coerce, intimidate, nor override civic duties.  It should never be a mechanism of the framework at enclave, education, nor federated level.
11. Bodily Autonomy
• Every person has full control over their own body.
• Consent is required for all relationships and actions.
• Sexual violence, reproductive coercion, and exploitation are prohibited.
• Sexual violence is considered a severe violation and may result in direct permanent expulsion.  Allegations must be escalated to federation review to prevent local cover ups.
12. Privacy & Autonomy
• Every person has the right to private thought, belief, and space.
• Enclaves may not use surveillance or monitoring except where safety and transparency requires it  and only then under an accountable, transparent process.
13. Children, Elders & Vulnerable Protection
• Children, elders, and vulnerable members must be protected and cared for.
• They may not be exploited for labor or neglected in need.
• Allegations of abuse or neglect must be escalated to federation review to prevent local cover ups.
14. Conflict & Resolution
• Disagreements are resolved through mediation first, then restorative arbitration if needed.
• Violence is never an acceptable answer to conflict.
15. Expulsion as Last Resort
• Members who repeatedly endanger others may face expulsion.
• Members who refuse to contribute as per agreed upon will be expulsed by ¾ majority enclave vote.
• Expulsion must be transparent, documented, and reviewed at the federation level.
• Exile is never arbitrary and must preserve dignity where possible.
16.  Expulsion Enforcement:
• If a member is expelled by enclave majority vote and federation confirmation, but refuses to leave, they will be physically removed from the enclave along with their property and family (if/where applicable).
• Removal must remain civil and recorded transparently in enclave and federation logs.
• Once expelled, the individual is cut off from all benefits of the enclave, including food, housing, healthcare, education, and decision making.
• The person is free to live outside the enclave or seek integration with another enclave. However, their expulsion record will be logged and shared via federation communications. Enclaves considering acceptance must review this record as part of their decision.
17. Federation Disputes
• Enclaves must resolve conflicts with one another through federated mediation.
• No enclave may unilaterally attack, sanction, or exploit another.
• An enclave may exit the federation, but may not exploit federation resources while refusing its responsibilities.
18. Knowledge as Shared Resource
• Knowledge cannot be withheld, privatized, or sold/traded for advantage.
• All guilds must share discoveries and methods openly with the federation archives.
• Hoarding of knowledge is treated as seriously as hoarding food or water.
19. Emergency Powers
• Emergencies may be managed by temporary coordinators, but all emergency authority is rotational, transparent, and time limited (increments of 30 days, can only be extended by ¾ enclave vote).
• No emergency may be used as justification for permanent power, and release of that power can be invoked by enclave 3/4 vote.
20. Technology & Tools
• Technology is always permitted if it does not harm safety, dignity, or ecology.
• Harmful technologies (weapons of mass destruction, surveillance, exploitative extraction) must be audited and restricted.
21. Disinformation & Manipulation
• No person may knowingly spread false information that endangers others.
• Corrections must be issued publicly and transparently.
• Repeat offenders are barred from positions of influence, continuity or operations.

So looking over the principals, A) does it need to be reframed as something with more permanence like a 'constitution', B) does it contain enough to NOT be gamed. The balance i was trying to create here is allowing enclaves their own form of operation, but adhering to the basic tenants for the framework. The framework needs to be non negotiable for some pieces, and it needs to not be prone to manipulation of what it says.

so possibly embedded as a new rule or #10 addition: 'No enclave may organize eligibility', governance, or resource access around immutable identity or belief systems. In essence, i think that it needs to be more explicit that you cannot use identity or personal belief as part of enclave management or policy.
Why it may need a new rule is because it isnt just about religion. What im envisioning happening here is 100 years down the road, you have 200 christian managed enclaves and 200 muslim managed enclaves. NO enclaves should be 'religion' based at all. It cannot be a primary decision maker
Another point to make here is that EVERYTHING written in this framework needs to be in as simple of terms as possible. I think language is often used as a gatekeeping device and i want to stay as far away from that as possible. The mechanics and policies that guide this framework need to be simple, legible, and easy to follow without a need to bring in a third party translator to interpret what its trying to say.

so for an additional rule, how about: Identity Neutrality of Organizational Power-No enclave, guild, or federated body may form, reproduce, govern, or persist in a way where shared identity (religious, ethnic, racial, cultural, or ideological) becomes the dominant determinant of participation, leadership, or operational continuity?
in practice, this could realiably be 3A audited by asking; do you have organizational roles that are ONLY being filled by specific identities? If that is true, is it due to the population of the enclave or is it because of control. Does this specific enclave scale for function or identity? Enclaves must be function first, identity as personal choice.

Example, Charismatic christian pastor is part of an enclave. They sit in a temporary leadership role within ops. During their tenure they want to try and adjust the local enclave rules to steer enclave policy into Christianity by at first skewing the rules slightly. Two years later, they are in the same position within enclave ops and again, steer the enclave policy towards christian beliefs. Over time this will lead to drift if left unchecked. The actual solution to this though is built into the auditing, and demonstrates the power of a system like this. During each tensure in ops of this pastor, as he made changes to the enclave policies, those changes are transparent to the public and to auditors in other enclaves. I believe that the changelog for these things need a tagging system, sort of like SEO. So if he made a change that moved the enclave into christianity, and tagged the change as 'functional, safety, care, ecological, etc' it would be visible that this does not consititute the changes being made as they do not fall into those specific categories.
so in other words, if their intent is to make an identity change, like - low hanging fruit here, towards same gender relationship ban, then tagged it as 'safety' in their process, the auditor would come in and see that, and flag it immediately as it is clearly NOT a safety issue.

I personally feel that sexual and gender role identities should not exist at all in terms of societal structures. Removing them altogether as a 'required' data point resolves a myriad of issues. So my thought was to make rule 12 possible amendments: No enclave, guild, or federated system may require, request, record, or rely upon an individual’s gender identity, sex, or sexual orientation for any civic, operational, educational, or participatory function. Disclosure of sex or gender related information is permitted only where strictly necessary for medical care, safety accommodation, or individual consent, and may not be retained beyond that context.

Principles Feedback
To answer the questions posed in the discord, I’ll go through the list here:
A. no, I think that keeping it fluid and non-relational to modern structures is actually a good thing. By calling it a “constitution” you’re trying to tie it to the legitimacy gained through the nation-state system. A system which, by design, we’re attempting to evolve beyond. I think that you can simply call it a framework and allow for the meta-culture itself to define it when it reaches maturity. Our job is to dig the hole, plant the tree, water it properly, and watch it grow. The tree’s job is to grow the fruit and provide the shade of the micro-ecology that will grow with it. Basically, we don't want to waste energy on overengineering it when it will organically develop all on its own from the initial seed. 

B. I believe any system can be gamed by sufficiently motivated people. You can’t design anything to be perfect or unbeatable – that said, it is robust enough to be difficult to game. And in the context of game theory, you just want to make the energetic cost of the effort to be higher than the reward you gain. Meaning that the group gets more out of cooperating with the framework/federation in comparison to ditching it entirely. But you have to let that be an option too, so people can exit on their own accord.

Rule#10: This is going to be hard to sell in the modern era.. I know it comes from the trauma of witnessing the birth of Crusades 2.0 but the real fundamental problem isn’t faith, but rather that faith is used as a tool of control. Dealing with that means managing the impulse of power-seeking/rent-seeking behaviors which comes down to cultural tools/techniques. 

Another layer to this too is that if you say for example no group can use religion to define its systems, and a Christain one says “we want to base our decision make on the teachings of Jesus”, then who is the arbiter of this? If 1,200 people all agree on it, then that is ultimately their choice. The issue comes when it is forced on others, and I believe that is the core fear. With freedom of movement, this can be mitigated. However, I don’t think that there is a sufficiently useful utility mechanism to prevent it from happening, especially as people who follow religion make up an overwhelming supermajority of humans. 

I also agree that there is a need for highly simple language. Not just for legibility, but because an increasing amount of people simply can’t read or think in complex terms. Combination of COVID, brain damage, pollution, and active destruction of critical thinking skills. As the planet heats up, that will worsen, so keeping things as simple (K.I.S.S. applies) is a good goal. It also allows for subsequent generations to have a much easier time parsing what we intended. There can’t be ambiguity, no wiggle room for interpretation – and that statement itself should be baked in. 

“Enclaves must be function first, identity as personal choice.” This is a tricky one, because identity isn’t always personal choice. I cannot choose to be an ethnicity, I cannot choose to be whatever orientation I am, or can I choose what my native language or culture is. These are immutables beyond our control. Plus, this is alien to most human experiences – they function as identity first and everything else second. 

I don’t have a true resolution to this barrier. It honestly comes down to how people think and how they experience the world; whether that is relative to them or to their cultures I can’t say. I understand that there needs to be systems in place to prevent a demagogue from seizing control of an enclave and while the existing framework does have many mechanisms, the larger immune system response should be on a federation level I think. If, for example, it becomes clear one enclave is being subsumed by an entity like that, it should be resolved to remove it from the federation and fediverse architecture. 

I do like the notion of a changelog of some sort, where people can see what is being tracked and when within the larger community database. I think if the database was something inherently interacted with on a daily basis, it would encourage further awareness of these alterations. Like, instead of people logging into the internet and seeing junk, they see a mandatory portal component on the homepage that shows the latest changes to the governing architecture.

So this is tricky too – I work with this population directly. When you say something like “disclosure is only permitted under medical care/safety” then its a very quick hop to see someone saying “safety” as “I must banish the trans kid to protect my own children from the evil vile trans agenda!!!111” and abusing that mechanism. Its probably easier to make the disclosure process not at all tied to any government/social mechanism – meaning that the enclave can’t legislate it. That way, it becomes normalized through cultural systems rather than the strict governing ones. 

Summarizing it a bit here, I think that the overall objectives are good. I think that the execution is what matters. First, understanding that humans are not rational entities means anticipating that these frameworks won’t be precisely followed. By integrating immune responses that allow for discharge of an enclave that’s been “infected”, you can protect the whole of the meta-organism. 

These types of infected enclaves will typically self-terminate due to inability to manage finite resources (hence imperialism from the last 500 years – it was sustained on the theft of the entire world). Without access to that, people will disintegrate their system and migrate. So you’d want to monitor and mitigate these as well through an exile mechanism which IIRC is already in the system. 

Second, I think that complex identities should not be interacting with the framework in a governing sense. The governing mechanism isn’t there to manage the personal human element, but rather the coordination pathways, in which case orientation, gender, etc, have no role. And by disabling the caste structures inherent in the hierarchies there, you remove a pathway to power or control. 

All in all, good changes to be made.
